HA Controller Swiftlet

During the upgrade of SwiftMQ HA Router, the threadpool-freezes configuration entity list in the HA Controller Swiftlet is removed. This change is due to the HA Controller Swiftlet now relying on the Threadpool Swiftlet's group-shutdown-order attribute to manage the freezing and unfreezing of thread pools during the synchronization of HA instances.
